provvedimento, per i molteplici effetti, maschera provvedimenti che solitam=

sono contenuti nei DPEF e nelle leggi finanziarie, anticipandone contenuti.=

specifico i numerosi interventi in materia di pubblica amministrazione e di
lavoro pubblico, finalizzati principalmente alla riduzione di spese, spesso=

rappresentano come un <b style=3D'mso-bidi-font-weight:normal'>intervento a
&#8220;piedi uniti&#8221; nella contrattazione</b>, producendo, in particol=
are
negli EPNE e nell&#8217;INPS, <b style=3D'mso-bidi-font-weight:normal'>effe=
tti
devastanti per l&#8217;immediato futuro</b>.<o:p></o:p></span></i></p>

ci&ograve;, peraltro, contraddicendo le intenzioni pi&ugrave; volte pronunc=

da esponenti del Governo, di individuare un percorso di <u>confronto con i
Lavoratori, con il Sindacato, al fine di condividere</u> progetti di riforma
nel Pubblico Impiego - che pure in tanti riteniamo necessari &#8211; e di
tenere in considerazione la <u>diversit&agrave; di funzioni delle Pubbliche
Amministrazioni,</u> con particolare riguardo alle esigenze del Sistema Pae=

per ottenere tagli del personale e delle risorse economiche per la
contrattazione integrativa, di cui fino a poco tempo fa si sono esaltate le
peculiarit&agrave; ed i risultati.<o:p></o:p></span></i></p>

2008, rideterminano la programmazione triennale del fabbisogno del personal=

<p class=3DMsoBodyText2>Per l&#8217;anno 2008 &egrave; confermato un limite=

spesa pari al 20% delle cessazioni dell&#8217;anno precedente; per l&#8217;=
anno
2009 il limite scende al 10% della spesa e comunque a non pi&ugrave; del 10%
delle unit&agrave; cessate; per gli anni 2010 e 2011 il limite &egrave; del=
 20%
della spesa, ma nella Finanziaria 2007 era del 60% ; per l&#8217;anno 2012,=
 la
percentuale da rispettare sale al 50%, mentre solo dal 2013 viene ripristin=
ata
la possibilit&agrave; di effettuare il turn-over completo delle cessazioni
verificatesi l&#8217;anno precedente.</p>
